Scholarship Committee
The NHWPCA is committed to promoting excellence in the fields of wastewater engineering and operations. The Scholarship Committee is responsible for applying a portion of the Association’s assets to a New Hampshire student who is attending college or a vocational school and majoring in the environment field related to water and wastewater and also gives a scholarship to a promising high school student. The other portion of the budget is set aside for member operators who want partial funding to attend one-day seminars or short courses.
Each year the Scholarship Committee awards a $1,000 scholarship to a New Hampshire college student pursuing a degree in Water Pollution Control, Environmental Science, or Civil Engineering.
All completed applications to be postmarked by February 28, 2026. The scholarship award will be announced in March. Scholarship recipients will have the option to receive their award at the NHWPCA Trade Fair on April 10, 2026.

Student Scholarship – College/VOCATIONAL
We are pleased to announce that the NHWPCA will award a $1,000 scholarship to students of a post-secondary or vocational school who meet the eligibility requirements listed below. Finalists will be selected and notified by the NHWPCA Scholarship Committee.
To be eligible for the NHWPCA College Scholarship, students must:
● Be enrolled in a New Hampshire college, university, or vocational school;
● Complete a standard application form and submit it to the NHWPCA Scholarship Committee;
● Include an essay as instructed on the application;
● Include a letter of reference, preferably from an individual in the environmental field;
● Provide verification of enrollment to the institution with a major in an environmental related field

The NHWPCA sets aside funds to assist members pursuing higher education. Please contact a committee member for more details.
Scholarship Committee Responsibilities:

Review the requests submitted by NH resident students and determine if they meet the criteria.

Award the scholarship to the most deserving applicant and be able to justify choice without prejudice.

Review requests made by member operators for training requests and act on them in a timely manner.

Present recommendation of choices to the Board of Directors.

The 2013 recipient of the NHWPCA Scholarship is Jeff O’Neil from Berlin.
Jeff graduated from Berlin High School where he played varsity hockey and baseball. He will be heading on to White Mountain Community College where he has been accepted to their Water Quality technology program.
He was drawn into the waste water field through an internship at the Berlin Pollution Control Facility. There Henry Noël (superintendent) gave him opportunities to experience the different aspects of working at a plant, from the pump stations to the centrifuge. This summer he could be found on top of Mt. Washington interning at their treatment facility.
The 2012 recipient of the NHWPCA Scholarship is Ryan Pauer.
After graduating from Hollis Brookline High School in June 2012, Ryan is looking to pursue a degree in civil engineering at the University of New Hampshire. Throughout high school Ryan has taken on classes and projects that reflect his dedication to improving the environment. From starting a recycling program at his school to developing and maintaining hiking trails around his home, he is active in his community and has a clear vision of what he wants for his future
The 2011 recipient of the NHWPCA Scholarship is Jeff McNeill of Manchester.
Jeff is a graduating senior of Pinkerton Academy who has been involved with the FIRST robotics competition for the past four years and an avid skier. As son of past NHWPCA president, Fred McNeill, Jeff has shown a keen interest in engineering. He will be attending Colorado State University pursing an Environmental Engineering degree. He hopes to combine the problem solving skill learned with his love of the outdoors to find solutions in protecting the environment and its natural resources.
The 2009 recipient of the NHWPCA Scholarship is Marissa Lynn of Bow.
Marissa is a senior at Bow High School and has shown a commitment to improving the health of New Hampshire waters. She has spent her senior year researching the effects of pollution on freshwater resources in New Hampshire and volunteering with the Upper Merrimack River Local Advisory Committee using macro-invertebrates to gauge the health of the river. She is continuing her education at Dartmouth where she intends to focus on environmental studies and the sciences. We all wish Marissa continued success as she continues with her education.
